They could be using a form of time manipulation maybe? If not it might be literal light manipulaion, but you should maybe just specify on a profile or something that it's only the manipulation of speed.

Light Manipulation; it may be [Physical] Law Manipulation if it alter light properties as a whole, but that would involve more showings.
