Standard for laser and light speed?

Technically speaking, if a laser is emitted directly from a light source, can it naturally be considered light speed?

"Sunlight..."

A branch stretching out from the World Tree high above had formed a transparent droplet of water and it was cast towards the sun like a magnifying glass.

As the sunlight passed through it, it became a laser that shot down to the ground.

"What kind of monstrous..."

Lasers are literally light, they are assumed as Lightspeed

As there's statements of laser being a laser, and originating from a source that produced light, it would be Lightspeed
