Speed for L1-A question?

If a character was able to move in a low 1-A structure and was later fused with the L1-A structure, what would that character's speed scale to?

Low 1-A structures still contain some aspect of space-time because they encompass all possible dimensional structures, but don't transcend structure, time, and space entirely.

Is it a case-by-case basis, or would it be immeasurable speed?

Moving inside a higher dimensional structure doesn't mean anything. Fusing is just like omnipresence. However crossing a Low 1-A distance like for example flying beyond a Low 1-A space-time should be Immeasurable speed.

How about an instance where a character fuses with a Low 1-A structure and currently exists and moves in a 1-A structure?
 
There is another context, plus if it were an anti-feat for 1-A, there would be far more inconsistencies with the Marvel Cosmology.
Marvel frequently goes against our 1-A standards, actually.
For example, 3-D beings can't have 1-A striking strength or durability, yet seemingly every herald tier has it for some reason, many of them not even benefited by a 1-A source. There's also street tiers going through 1-A or higher realms and junk.
Arguably, the only 1-A characters that actually deserve it are folks like Eternity, which literally are part of the cosmology, or Hulk, who is directly benefited by a beyond 1-A source (The One Below All) and has an in-universe explanation for his variable power and physiology (anger)
