Speed Equalized Standards

Does characters that have speed amplifier from the start or from their form gets equalized too? Since it's stated in Standard Battle Assumption, all characters starts the fight in their strongest form, so this would mean characters that have amplifier from their form would be reduced to the same speed as the slower character? For example, Ichigo having 10x multiplier from his bankai, and we equalized his speed, does that mean his 10x multiplied speed gets equalized to the slower character too?
 
If you start Goku off in SSJ1 in speed equal instead of base, SSJ1's speed gets equalized instead of base from the many, many, threads I've seen.
But if you start him off in base, and then mid match he goes SSJ1, that speed amp gets applied.

It just depends on where form the OP starts equalization off in.
