Spawn unaffected by time stop?

In the scans above, Spawn unknowingly (?) stopped time. Since everyone was affected by the time stop with the exception of Cog (who is much weaker than Spawn), would it mean he's resistant to time stop?
 
Generally we don't add resistance to time stop to people who stop time, unless they moved when someone else stopped time.
 
Cog is the weaker incarnation of Spawn? (Sorry not familiar with the series)
 
Nah, what I meant is the 1st Age of Spawn/Classic Spawn (KoH Spawn stopped time, however). The reason why I mentioned Cog is because he's far weaker than the 1st Age/Classic Spawn. I figured that if Cog, who is far weaker than Spawn wasn't affected by the time stop, it'd make sense for Spawn to be "resistant" against time stop. That is, assuming this is applicable.
 
Well, no. We generally don't scale resistances like that. So Cog = Time Stop Resistance whereas Spawn wouldn't have it.
