If both are bloodlusted then it would come down to who stops time first, as both have ways of oneshotting the other during it. Since both would likely to open with timestop when bloodlusted, I'm gonna go for incon

Even when making things more fair it's still kinda pointless because nothing really changes from the original fight: it still boils down to who stops time first just like the original fight.

That would be the equivalent of a speedblitz, which is not allowed.

I'm like 90% sure Speedblitzes are only like when someone is FTL against a MFTL+ (just to throw an example).

Pretty sure one character being able to stop time faster (ignoring equalized speed or who would use it first in character) can be called a speedblitz as well, given that it's basically the same thing in the context of an actual fight.
