Classic Super Sonic FRA
If Scourge could even hurt Classic Super Sonic, Classic Super Sonic still has flight, and is far more combat experienced than Scourge. And if we take Classic Sonic platforming into account, Classic Sonic would have more skill than Scourge.
Scourge didn't have enough time in his run to show any noteworthy haxes and he is not Prime Sonic, so no pesky FateHax here.

Best thing Scourge has to offer is Time Stop/Teleportation, which he doesn't even start with.
Super Sonic is more powerful, has comparable skill, and is more versatile.
