from what I can see the difference seems to be 3x away from the one-shot required (not accounting scaling chains as they generally tend to have an unquantifiable measurement for things like that)

as for what Godzilla starts with, I dunno, Sonic in this state is considerably slower than his base form, in compensation his elasticity is enhanced to gain a better edge over manuverability for large sized foes like that.
 
Godzilla probably starts with atomic breath which is full of radiation

either that or tail wacking or sum idk
 
One thing that is for certain is that Sonic has a massive LS advantage, IIRC (it's been years since I last played Sonic Unleashed) his werehog key is much more grapple-savvy than his base key, not to mention he's been in multiple fights where he's wrestled creatures that are much bigger than himself
 
Not to mention that landing some hits on Sonic is going to be a very hard task, considering that he already has a certain manuverability advantage to use the environment in his favor to attack him from those distances.

With slight difficulty I think Sonic takes this, performing the Unleashed Mode would also help him in case the situation gets troublesome.

I'll vote Sonic, mid-diff.
