I think this all depends on who does what first. If Goku uses dragon fist, then that ends things. But if Wukong waits for SS3 to wear out, then he can one shot. Ultimately, I think the 2nd one is more likely because of Wukong's crazy stamina. This is a vote for Sun Wukong.
