Going with Luffy here since he's most likely the better fighter here and also Goku won't be able to hurt Luffy unless he has Haki which he doesn't possess so Luffy also has the durability advantage.

I'd go with goku. He has shown multiple times to be a fast learner when it comes to fighting (As shown in his training - Korin, lightning, etc) and so should be able to figure out what works against luffy. After a hard fight, he might come out winner. Has shown to be able to use powerful blasts even when both his legs and an arm are injured so stamina shouldn't be much of an issue
