No, it doesn’t. The first scan from Diazenshuu is kinda vague, dimension in said context are just referring to the living universe, in fiction generally higher dimensions are portrayed as akin to reality-fiction difference which isn’t case for Other World not to mention lack of evidence.
The second scan is from a dbz rpg game guide which is really inconsistent given the amount of false information there so it can't be counted as reliable.

Can the second scan be used to prove that U7 is 2-C? since it says that other world is completely separate from the real world even though they are both in U7?

I think they accept it as separate, but it's not another space-time. Wiki argument is that goku can sense ki in the kai realm and other world but not in the hyperbolic time chamber which is explicitly stated to be another space-time

Yes it's planet sized, but that is entirely irrelevant here.
No, the defense against 2-C U7 is that the ROSAT which is a separate space time, Goku can't sense dudes in the real world from, but can when he tries to sense dudes in the other world, which means that otherworld shouldn't be a separate space time, but I'm asking that if the ROSAT is an isolated space time, could that be the reason why Goku can't sense energy?
