something something causality and conceptual causality manip user

so, I have two question

question 1

there's verse A that has causality and conceptual causality user, it's explained that conceptual causality user will always be better than normal causality user

then there's this verse B, there's mention of causality user, but there's no mention of conceptual causality user

If, we pit conceptual causality user from verse A with normal causality user from verse B, does character from verse A will always be better causality user than character from verse B?

question 2

is causality an abstract thing? if so does it equate to concept? if so, does conceptual causality manipulation will be more abstract than normal causality manipulation
 
In Verse A's case, It should probably be taken as a layer. Something being conceptual doesn't automatically make it better than the same thing but non-conceptual, but if the verse highlights this point then it acting as a layer should be sufficient.

Causality is abstract, but it's not a concept that fits Conceptual Manipulation. Lots of things such as Time are abstract and technically "Concepts" but don't fit into Conceptual Manipulation until described as such or directly stated.
