Some question reguarding NEP and Non-Corporeal

So, I wanted some what is about NEP and Non-Corporeal and their differences

1. Is NEP type 1 above baseline Non-Corporeal?
2. If i can affect a NEP Type 1 that means i can affect someone that above baseline Non-Corporeal?
3. If i can affect a NEP Type 2 that means i can affect someone that above 2 times xbaseline Non-Corporeal?

also, preferably I would also like some reasons, being that in the pages I found a little confusion.

For non corporeal all u need is NPI

To affect NEP type 1 u need either shown to be able or have concept hax type 2

To affect NEP type 2 u need prof that u can affect something like that
 
1: NEP 1 is something that doesn't exists while a non-corporeal entity is something that exists. So NEP 1 is logically higher.

2: What even is "Base line Non-corporeal"? But yes since to affect type 1 NEP you need type 2 concept manipulation (apparently).

3: NEP 2 is literally not existing on a conceptual level so if you can interact with something like that than Non-corporeal entities should be no problem since they exists.
