I think the title explains what I want to say.
In the manga moon shadow(chapter 12,https://manga.honkaiimpact3.com/book/1010/12) Fu Hua and the Herrscher of The Void are both able to react to gamma beams
Specifically Fu Hua dodges these gamma beams and the Herrscher of The Void is able to talk over them (explanation for this later) and is also the one that fires these gamma beams
Later in the manga it is said that these beams are gamma beams
Notably the herrscher of the void was not completely awakened in this state
There are many characters that are able to keep up with the Herrscher of The Void or Fu Hua or can keep up with the characters that are able to keep up with Herrscher of The Void or Fu Hua
Them being able to talk can be explained by this
