It seems like Sol Badguy has a problem. His rating of 4-B comes from fighting Asuka R. Kreuz. That is fine, but That Man is 4-B for... fighting Sol Badguy? Neither of the pages leads to a legitimate source of scaling or an actual feat.

Sol Badguy Circular Scaling

It's more like:
-Base Sol has a casual High 4-C feat
-A partially transformed and far stronger Sol got utterly, casually stomped by That Man-
-A fully transformed Sol fought evenly with That Man
Yes the pages don't convey it that well, but that's basically how it goes.
I'm also pretty sure Slayer has a 4-B feat, but the OBD's energy scale (Shocker) doesn't link it.
