I propose Low-Tier Megami Tensei demons such as Pixie and Jack Frost, who are capable of utilizing 1-A potency Mind/Soul/Information/Conceptual attacks. Even Early-Game human characters can use these abilities, along with Reactive Evolution/Accelerated Development that extends to 1-A.

I know the RE/AD goes a few layers above baseline. Not sure about the Info/Soul/Etc attacks, but I believe they do as well.

Megami Tensei is also getting upgraded later.

yes he's from twin peaks.
I think he's a smurfy because he only physically 9-b but the moment that someone in the 1-A spectrum becomes involved, he gains 1-A durability, 1-A speed and reaction, 1-A strength, etc. I don't know the amount of layers but I think its baseline

he does have electricity manipulation which in the context of twin peaks is 1-A at the level that he has. do surfs have to have hax or can they scale to 1-A via another way like Freddie Sykes
