This is based off the quote:

Among many cares he was troubled in mind by the perilous state of the North; because he knew then already that Sauron was plotting war, and intended, as soon as he felt strong enough, to attack Rivendell. But to resist any attempt from the East to regain the lands of Angmar and the northern passes in the mountains there were now only the Dwarves of the Iron Hills. And beyond them lay the desolation of the Dragon. The Dragon Sauron might use with terrible effect. How then could the end of Smaug be achieved?
~ Apendix A, Return of the King
This implies that Sauron considered Smaug useful, and Gandalf considered him a threat. If that is so an "At least 6-B, likely higher" rating might be warranted. I think at least a "Likely 6-B" is fair. Glaurung should also get an upgrade, given he is much stronger than Smaug.

WOW! A WORLD RECORD!

Highest number of commentors on a LOTR thread! :)

Now we just need a staff member to approve.

I don't think that's enough to warrant that tier. Gandalf was threatened by regular orcs and wargs in The Hobbit, and Sauron found regular armies useful. Being a powerful asset doesn't really mean he's comparable to both at full power.

He wasn't really threatened by them, at least in the Lord of the Rings. He was threated in the Hobbit, but this quote, while not set during the Hobbit, was taken from the Lord of the Rings. It seems at the time of writing the Lord of the Rings, Tolkien had settled on regular Orcs not being a threat to Gandalf, while he thought differently during the writing of the Hobbit.
