I personally believe both All Might and Deku should have Power Bestowal, since the very ability of One for All allows you to give (bestow) your power onto another person if you so choose. Example 1: https://www.youtube.com/watch?v=XprGtJJzHR0 At 0:24, All Might explains that he was once quirkless, and at 0:36 All Might says that his power was given to him by his Master. Example 2: https://www.youtube.com/watch?v=tbx3zTgXXKs At 1:06, All Might notes that One for All cannot be transferred unless the user wills it so, meaning that Izuku can give his power if he so wants. At 3:12, All Might also says that All for One can transfer quirks to others as well. At 4:28, All Might goes one to say that the quirk to pass on quirks is apart of All for One. There are quite a few pieces of evidence pointed to all 3 possessing Power Bestowal.
