Cloud of darkness is by deffinition the embodiment of the Void. The Void destroys both time and space by just existing (she is stated to being able to return the world into nothingness), so assuming this entity is natural from a timeless dimension (The Void) isnt that of a stretch.

Is this enough to warrant an infinite speed rating?

I was by the impression that personifications of timeless entities (the void) were rated infinite. Nothing else.

Cloud is a physical embodiment of the void, Neo Exdeath merged with the void, there is a difference.
