When SF's top tier got upgraded to High 6-C, I didn't apply that rating to Evil Ryu, partly because I forgot about him and partly because my brain was processing him through the lens of canon material.
Someone upgraded him in my stead, and I immediately thought he didn't deserve such rating due to the aforementioned reason. But after thinking about it (for 5 seconds), I came to the conclusion that scaling Evil Ryu above Akuma is fine, even if his canon self has yet to even match him despite having rejected the Hado.
This because Evil Ryu isn't canon, so he should be judjed by his own story, in which he defeats Akuma.
So, this CRT is meant only to change the justification of his AP and add a note that explains the whole matter.
