Yes.

Even 1st trip Vegeta is high 4-c+ so the point is moot.

That is why i plan to place SS Vegeta at High 4-C and at least with Grade 2.

Well considering we are now discussing downgrading vegeta, there would be no point to have that plus in there for like...a few days.

That makes no sense at all imo.

Piccolo got his ass handed to him by Cell JRs.

He is probably Semi Perfect cell level, but even the Cell JRs, who are weaker then perfect cell, they still beat him.

Only Vegeta and Trunks had a fair chance of fighting them.

Edit: And even they too were beaten right before gohan went SS2.

No, since after Goku retired. Cell looked at the Z-Fighters [Including Piccolo] and said that none of them would have enjoyed him for a fight sans Gohan who was hiding his power, so Piccolo was not strong enough to fight Cell, who would have easily dispatched him.

Let's first see how downgrading vegeta goes, if it doesn't succeed (which I don't think it will), Cell Saga Piccolo might become high 4-c+ by default.

Buu Saga Piccolo might be High 4-C+ for being probably close to Cell Saga MSS Goku and close to Full Power Perfect Cell in ROF, but we have little clue on how much he got stronger.
