Simple Teir 0

So I've seen some discussion and moving around of teir 0 characters. I don't think I fully GET what makes a character teir 0 or high 1-A or even 1-A or low 1-A
Since a being can be 1-B by either having enough reality fiction transcendences, or by being able to effect a space comprised of infinte spatial/temporal dimensions.
So let's say I wanted to create a whole pantheon of Teir 0 characters.
I've heard it said that if you transcend reality by a mahlo cardinal number of times that you're teir 0.
So is all I need ot do is say someone transcends reality by a N-Huge number of times?
It's 16 catagories of infinity greater than mahlo cardinals, at least according to this article on wikipedia:

I really hope it's that simple.
And could you have a story comprised entirely of teir 0 characters with just a simple explanation at the begining that they all trascend the "true" reality but a certain amount?
