Shouldn't mind manipulation affect nep characters?

NEP by default requires the user to be both physically and metaphysically nonexistent. So the metaphysical mind that psychic mind manip targets would be nonexistent for them, and this should not be manipulable without feats.

But if the characters mind are non existence how would they able think and perform tasks.

The same way people whose bodies are non existent can effect the physical world, or how something that doesn’t exist can be a thing. NEP is just inherently paradoxical.
