Shiny Chariot -- Same Speed?

Currently working on a speed feat that hasn't been calc'd yet aside from it's AP because -- reasons. And I wanted to ask a question concerning it. In this feat, Chariot fires an energy blast from an overpowered Shiny Arc at the moon from Earth that takes 4.43 seconds to reach it. Shiny Arc is more powerful in this form, that much is obvious. But what about it's speed? Should Shiny Arc's blasts be about the same speed as it is in it's base state? Because if so, then considering it's status as a special attack in Chamber of Time, in which enemies should be able to react and dodge it -- and considering other characters like Lotte, Sucy, Amanda, Constanze, and Jasminka can move as fast as they do -- then could the verse's speed be amped up to Relativistic?

If it doesn’t have any comparable feats when unamped, we would assume the amp affects both the Shiny Arc’s AP and attack speed, and not back-scale (unless there’s something like a statement that would indicate it only increases the power).
