I don't see this Ghidorah killing Godzilla fast enough to prevent Reactive Evolution from occuring. It's not hard for the latter to render electricity useless (either by absorbing it or becoming a giant insulator) and he has an advantage when it comes to sheer mass, which can be further increased in a matter of seconds. Flight is irrelevant with Godzilla's range and nothing stops him from achieving it as well.
