It is 4 seconds. He clearly says that in a matter of 4 seconds he can freeze all matters be it earth, fire, air or even reishi particles as he did to Gerard.

Reishi particles is not light, they can't be.
Everybody in SS are made of reishi and uses reishi to use their power and that power is sometimes ice like Toshiro sometimes flame like Yamamoto and sometimes sakura blades like Byakuya.
