I mean, Shakamon has yet to appear in a major capacity in any major Digimon game or series to the best of my knowledge, so I'm not sure.

I see. Based on what I've read from the descriptions, it seems like a Seraphimon ordeal(Seraphimon being closest to God and all) However, of course the main problem as you mentioned is if this is an avatar. Personally, I think it could be True Yggdrasil since the description just says Yggdrasil itself and not her avatars, but I don't really have anything concrete.

I honestly have no idea how to rate Shakamon since her appearances are so scarce. The wording makes me think true Yggdrasil, but its not concrete like Dragon said. I feel like 2-A is a given her nature of being able to toy with virtually any Digimon. My only idea is "At least 2-A, possibly higher".

Speed would either be Infinite or Immeasurable, though.
