With two Emeralds Shadow was able to enhance his Chaos Spear to one shot a Metarex that Sonic couldn't defeat.

It's best to restrict the emeralds or else Shadow might stomp.

I'll give him one Emerald so he doesn't blow her to kingdom come, but can still perform Chaos Powers.

I'll vote for Shadow as he can close the AP gap and possibly even give him the AP advantage. Not only that Shadow is a much more smaller target than Sugi and he will have an easier time hitting her. This also gives him chaos powers so he can teleport and stop time which gives him even better mobility.
