Kaido. "if it's a one-on-one bet one Kaido" plus the navy have captured him countless times in the past and failed to kill him (or scar him it seems) Sengoku's best option is knocking him out but Kaido should be able to avoid him by staying up in the air in his dragon form.

They probably just basing off Kaido's portrayal in the flashback and assuming he's not all that since Oden was dealing with him. Kaido's introduction tells us a lot.

kaido now is much more strongh...20 years of training after oden fight ....completely different level
