Tldr:

Extremely complex plans, comparable to his mentor Kramer

Implied to have become a proficient engineer in a very short amount of time to build the pendulum trap for Seth Baxter, enough to fool the police and FBI with a copy-cat trap despite them having studied Jigsaw's MO. His audio encryption in killing Seth also almost perfectly replicated Kramer's voice, which the FBI later were very impressed by. Kramer would later teach him more so that Hoffman could help set up a lot of the more complex games seen later on.

Later, Hoffman picked up extensive medical skills and chemistry knowledge, allowing him to perform the various medical operations (surgically inserting stuff into subjects without killing them, setting up tests like the husband/wife duo who were shishkebab'd with rods precisely so that the wife would live if she pulled her rods out, which would kill the husband, but she would die if she left them in) and concoct deadly nerve agents like sarin gas, which typically is done by scientists in extremely controlled environments.

Ofc the typical mindgames and twists in SAW require some crazy psychological intuition/knowledge to predict people's actions

That's on top of his background as a detective

So being a master strategist, detective, and engineer with chemical, medical, and psychological knowledge -> Genius.
And I think his fast mastery of engineering and medical which would typically take years (speaking from experience on that second one), even under education, would push him into the superhuman range for the "At least Genius"
 
Genius seems fine, but not "At least Genius/Possibly Extraordinary Genius", as it requires considerable superhuman intelligence. 🙏
 
What intelligence rating do we give someone being able to create a high 3-A structure with tech they invented?
 
Well, they also need to have a very extreme versatility in their inventions in combination with an infinite scale of power for them. Otherwise they do not qualify. 🙏

This guy has an IQ of 250, which exceeds most of the real life geniuses. I think he should be straight up Genius instead of Gifted.
 
I'm not certain. From a quick look at his other feats, Gifted appears to be a more appropriate fit. We also have text in the Intelligence section explaining why the IQ number shouldn't be taken at face value.

It may also depend on what the quality of Department of Physical Education at Johnan University actually is, since he graduated from there.

Looking at Shion Yozakura's intelligence and Analytical prediction/Info analysis. Should she be bumped from just Genius to "At least Genius" since she builds all her own tech + software and does all of this

She also can hack into military grade systems such as missiles Developed the Old-Man Hunter on her own. A global scale network that takes advantage of technology Shion has hacked into in order to track down Momo Yozakura based on recognizing DNA similarities. Who was considered Nigh-Impossible to track otherwise due to his teleportation and stealth skills. Developed a software that could track down the source of where a bomb was triggered by its detonation signal even if its a crude tool like a gas bomb or c4. Rebuilt an old emergency hotline in order to reestablish communications such as phone call when telecoms were blocked off due to the Yozakura mansion going into hibernation mode. Created the software the Spy Association currently uses in order to identify cheaters and fraudulent applications for the Spy exams while she was still 6. Shion claims that Alpha Yozakura was the first one to force her to use more than one finger in a computer battle. When she was trying to create the Old Man Hunter 2 and needed far more server power to run it, knowing she couldn't outright hack into Giga's systems, instead she lured Giga into the Yozakura network, then short circuited her own computer to stun Giga's defenses for a few seconds to gain access. Her traps and radars are so effective that not even ants can sneak past them, as well as hacking into her school in order to alter her attendance records as a child. Shion's defenses she made for the Yozakura Family manor are so secure that Momo would have never been able to stream a live video to them, even though Momo would've had the Tanpopo at his disposal for years. After the timeskip, her clothes which are a wearable super computer, was designed by her. While using Analyzation she claims that Cha Cha even with his enhanced mind was not even in the palm of her hand, but just the tip of her finger in regards to intellect. Proceeding to take over Tanpopo's entire network with ease. In this state her processing and analytical capabilities are compared to a supercomputer and she was able to comb through her entire life's memories in order to find a weakness to exploit against Futaba despite her and Nanao being weaker combatants)

As the justification already explains she outscales the extraordinary genius that is Alpha Yozakura at least in terms of Software and Tech stuff

Information Analysis and Analytical Prediction (Shion is superior to Kenzi. Who was able to analyze hundreds of attack patterns his parents would use in combat to find the weaknesses in their fighting style. When Taiyo used Kenzi's intel, he easily predicted then defeated Kenzi's parents.She has been able to calculate the likelihood of Shinzo doing certain things such as saying Shinzo always needs to think for 10 minutes when deciding between two things at the shop or whether he will regret his decision in a few days time. Shion can analyze the opponent then make optimal attack patterns against them. In addition, she can calculate shortcuts to get to a location She was able to analyze Kurosawa's body, figuring out he is composed of Steel cell fibers. Shion can uncover the abilities of someone by looking at them and analyzing them with her tech, such as discovering the Sakuranbos can grow larger and have absorption. Furthermore, she could detect an energy surge the Sakuranbo had after it consumed enough Someinine as well analyzing handwriting to determine when it was written. Figured out Kyoichiro was in the middle of fighting underground due to light tremors being created by his attacks. and proceeded to find his location with only that information. Even managing to analyze that there was no life in a several hundred meter radius after Momo and Kyoichiro teleported away. Her phone can detect if food is edible to eat or not as well. With her headgear she can detect various forms of chemical buildup, like the amount of Hazakura in Kawashita's body. As well as detecting endurance data and biometrics or someone's vitals)

Her drones she built can do this

With someone elses help (Giga) she could build this too.

Should be Gifted for the following:
"A year prior to Scream, Billy got away with the murder of Maureen Prescott alongside Stu Macher, and successfully framed him for the act. I wouldn't consider them any higher than this due their lack of frameworks across broader systems, and also due to their anti-feats (primarily at the end of the movies which show how very easily impulsive and irrational they can be) and many situations also relying on luck or coincidences rather than actual tactical scheming.

Outplanning feats within fiction are usually limited to the intelligence of the real world authors, who are usually Gifted at best, as well as plot-induced stupidity, so I do not think so, unless this character has explicit Supergenius feats within the story itself. 🙏

There are also characters with clearly superior feats placing them in the Extraordinary Genius or Supergenius range, yet they can still be outsmarted by others, even when those individuals only demonstrate intelligence a tier below their stated ratings. This isn't impossible and is actually quite common in fiction.

I know a series where an Extraordinary Genius character has peers who are portrayed as comparable to him by the author, yet his wiki rating is still significantly higher because of his feat of predicting years into the future through mental calculations (and other crazy feats that he has), something the others have not demonstrated (at least not to that level).

And when it comes to planning, things become even more subjective, as it can be influenced by how creative and intelligent the author is.

The thing about this scenario in specific is that The Emperor's is the peak of intelligence for the verse, being implied and stated to be a step above of everyone else (When asking a supporter if The Emperor could solve chess for a Versus Thread, the main supporter for the verse replied me that he can outsmart/outplan 1-A precognition, for starters), and as the statement says, only Horus could've been able to do it, which doesn't seem like PIS for any side or hyperbole by any means, specially because Horus became the Warmaster, second only to the Emperor, by his own call.

That's why i advocate for "EG, possibly Supergenius" to be the case, specially because "Only he could be capable of doing it" is not coming from any of the delusions the character had during the Siege Of Terra arc, nor by even a part of the war that had regard for him, it came from someone trying to tell another part how to stop him, explaining how they got to where they were at, mostly losing the fight inside his ship
 
His other feats do not remotely meet our Supergenius requirements, so I do not think so. My apologies. 🙏
