scaling from 1/100th (100x stronger?)

If a characters only wincon on their opponent (who is low 2-C) is to use a stat reduction hax that reduces all stats down to 1/100th of their original low 2-C power.

Does that mean the character who stats got reduced is 100x stronger than the other guy (Their opponent)? (both characters have low 2-C feats and scaling)
