Savitar's plan was to modify the "Speed Force Bazooka" into an "interdimensional quantum splicer", he was then going to open a portal and was going to get shot with the splicer and become fragmented throughout time.

"And i become fragmented throughout all of time.... The past, present, future. After that the paradox can't reach me".

"You wanna splice yourself throughout time, exist every moment there ever was".

"All of us aware and connected through one consciousness. I'll be everywhere, every hour, every minute, and then i will rule from the big bang to the end of the world".

I'll have to explain the last part of line one, Savitar became Savitar because Barry created a bunch of time remnants when Savitar killed Iris, Savitar killed all of the time remnants and left one time remnant become Savitar, in the new time line Savitar killed Wells, so Barry didn't create a remnant to become Savitar, so Savitar was going to be erased from existence, but if his plans to become time succeded, he would not be effected by that, this means he would have had time paradox immunity.

Powers and abilities: Non-Corporeal, Time Paradox Immunity, Time Manipulation, Higher Dimensional Manipulation (Would have gained dominion over the 4th dimension), Reality Warping, Immortality (Type 4 or 5), There's likely more, such as Spatial Manipulation, Casuality Manipulation, and Probability Manipulation, but i only described the powers Savitar did.

Attack Potency/Striking Strength/Durability: Universe Level+ (Would have gained dominion over time, stated he would rule the entire universe, and was heavily implied to be able to control it at a whim)

Speed: Nigh Omnipresence (Would have embodied the space and time of Universe 1, living throughout every point in time)

I mean, a lot of villains have had plans that would result in them having Godlike powers, I don't think we can give someone who never even temporarly achieved it, A new key based on something like that.

There is a ton of the oposite case though, Darquess for example, also a ton of those cases involved semantics, Captain America for example.

Darquess from what I read on her Profile Naturally grows in power. This is not the case with Savitar.

If a normal human villain steals the artifact that gave a 5-B their powers in order to empower himself, but is stopped before he realises his goal. Would we then give him a seperate 5-B key?

I don't think a Universe level+ key should be added. It's not like it will bother me personally, I just don't think a form that Savitar only planned to achieve, and isn't a result of the natural progression of his power should have an additional key.

Edit: From what I've seen so far these types of keys are given when the form is the end result of a process that was actually initiated in the series.

ex. a villain who is planning to absorb the powers of a low 2-C god would not be given a key for the form he would have if he succeeds. But if the villain actually absorbs the god, and doesn't become low 2-C in the story only because his body hadn't completely adjusted to the power yet then he would warrent an additional key.

@Antvasima The only staff member listed on the list is me. Fhfhghghg is also a knowledgeable member himself (though not staff), as well as MaverickIsTheHype, and they both agree. Andytrenom disagrees (although he is not on the list, he is pretty knowledgeable).

@Ant The problem here isn't whether the key is accurate, the problem is whether adding the key is appropriate or not. So I think someone knowledgeable about the policies of this wiki, is more important here than somone knowledgeable on the Arrowverse.

Well, it does seem to be based largely on speculation, so I don't know if it is appropriate.

Well, it's not that much, all they did was change the weapon's functions, which Cisco could easily do in this case, especially since he knew quite a bit about the design. Also this was an extremely last resort plan by Savitar, so i'm sure he'd have extreme confidence on this.

If i understand correctly, he never gained such power himself. He just planned to, and we do not know the exact nature, or if he was accurate in his predictions.

That is true, but I don't agree that we don't know if his predictions were accurate, the show needs drama, and Cisco, the super advanced genius, made these advances.
