Because Kaiten's power varies depends on how much effort Neji puts into it or Naruto survived it due to PIS and that every Kaiten released from Neji is automatically 7-C.

Naruto had less Kyubi power against Neji as his whiskers weren't darkened.

Also I think I'll go with Sasuke, if only because worst case scenario, he can pull out the curse mark when his chakra network is shut down similar to Naruto, which boosts him by multiple times. That combined with chidori would spell the end for Neji.
