Chowder ROFLstomps via toon force. Any attack Sans tries can and will just be played off as a joke, and he'll recover/negate it/reverse the effects/etc, he doesn't have the firepower to take down someone that's come back from being erased. Chowder, on the other hand, just has to find or come up with a recipe that calls for bones, and through a series of jokes Sans'll end up cooked in a dish. Or he cuts the jokes, jumps out of frame, balls up the frame Sans is in, and eats it/throws it away.

No, there are limits to Chowder's toonforce, but nothing in Sans' specific arsonal can match it. There's only really a few ways to fight a character like chowder, one's having high tier reality warping, but another, more straight forward approach is having similar, or stronger toonforce. Take for example Bugs Bunny, he could beat Chowder not through brute force, but a gag, like taking charge of Turner Broadcast/Warner Bros and ceasing all funding to Chowder's show, or canceling it.

Vague as my statement was, I didn't say or imply toonforce was the one and only solution. The Bugs thing was just one example off the top of my head, not the be all end all solution.
