Because he didn't finish his training until he hit the three year mark as said two pages before your scan. He only lost his hair after 1.5 years when his training still wasn't done.

I can see there is an understandable misunderstanding here
1. His training never finished in the first place, which is why I made this thread
2. He says "I was able to get this strong after 3 years" because it was 3 years after he started training, and that was his current strength, not that it was his "post training" strength.
