I think I vote Arceus as well. He is like massively above in the 2-C territory (defeated the combined might of the Creation Trio,one of them alone dwarfs a casual baseline 2-C in power even while in a weaken state, with 5 of its plates missing) while Sailor Moon is at best baseline. Sure he can't bypass her Mid Godly Regenerationn, but neither can she bypass his type 9 immortality, and Arceus can still incapacitate her via Perish Song + Dimensional BFR and Sealing + Massive AP advantage

Just to add fuel to the flame, to seal the win, Arceus is capable of using power nullification to revert Moon to the powers and skills and even stats of her at the beginning. So while she'll still have her experience and regen, she's reverted to what she had and the stats of when she was High 7-C.
