This is really close. ( i also feel as though Jean Grey's profile is lacking a bit) but I want to give Sailor Mars this 5.1/10. She may not have as much raw power as the Phoenix but she can match abilites and has more too boot. She has her resitances as well. To scrape out a win. But it will be close.
