But I don't think she can counter paralysis via site and time killer

Hakumen haxes the win. Ryuko looks at him and gets paralyzed which gets her Time Killer'd. Plus I don't think she has anything to counter soul damage which Hakumen does inflict. Hakumen can also go intangible with the ink-like state.

My vote goes to Mr. Hakumen.
