Seeing as speed is equalized and unless she's cut in a scissor motion her Ryuko's regen is nearly instantaneous, yes she can, hell she wouldnt even be reduced to mincemeat, she'd heal the damage long before she gest that injured, all while becoming stronger from the damage

Attack speed is not equalised. She will be Mincemeat before she even knew what hit her. Also check the regen page, she cant regen on that level. Thats NLF.

Then this is a stomp match between a MHS+ 7-C and a Sub Relativistic+ High 7-C

And im aware, im saying she'd regen from the damage she took before reaching that point but seeing as she's fighing someone with Sub-Rel+ attacks, she cant.

If all speed isnt equalized im going to have to close this

Its only with one technique, I dont see whats the big deal. Dont think its a stomp. Im sure Ryuko can have decent arguments put forward.

A technique Ryuko has no defense for on top of starting out at a disadvantage AP and Durability-wise. Ryuko cant do anything in this fight unless she takes a significant amount of damage. Teresa is almost guaranteed to activate Quicksword long before that though seeing as Ryuko's regen is the same as Priscilla's. As soon as she sees that Ryuko can regen from lethal wounds she activates Quicksword and ends Ryuko before she even has a chance to even harm her. This is a stomp.

Also now that I'm look at her profile again, why is Quicksword considered Attack Speed if it just makes her move her arm move faster? Thats combat speed isnt it?
