In character, no prior knowledge or prep time, this is Kisaragi Ryuko and Base Asura, Speed is equalized. Who wins?

Ryuko wins with better Regenerationn and reactive evolution.

For reference, can Asura fly and shoot blasts in his base form? It's been a while since I played the game.

So this is a pretty tough one. They are very close in power.
For Asura I can say that he is definitely a more skilled fighter and has the range advantage. But he get's angry very very easily so his attack patterns can be predicted easier. He does get stronger the angrier he gets though. He also hits harder.
Although Ryuko can get angry sometimes, after what happened with that Berserk mode, she's generally calmer now. Definitely calmer than Mr. IHaveAngerIssues. She has better lifting strength so it'll be easier to push back his attacks. The most important asset for Ryuko is her considerably higher regen and her ability to get stronger everytime she goes close to death.
This will probably be a drawn out battle. Ryuko regens and gets stronger, Asura is pissed off more and more and gets stronger. In the end Asura will probably get drained of stamina from his wounds, so I think Ryuko takes this with very-high difficulty 6 times out of 10. This is really close.
