Rundown: Rukia, along with her brother Byakuya Kuchiki, gets an assignment directly handed to her by General-Captain Yamamoto himself. The assignment given is that the Soul Society have noticed strange activity involving the Hollows and even Sosuke Aizen himself (when he's in Hueco Mundo of course, not sealed). Aizen has discovered a parallel world somewhere in a different universe using the power of the Hogyoku as well as the Dangai. It is a world in which the entire planet is covered in spirits (Post-Harmonic Convergence) thanks to its gurdian protector to which he discoverlingly finds out is called "The Avatar". And that in this world, there are powerful spirits with strong spirit energy. Aizen see's this world as an ever bigger asset to him than he does Karakura Town as the Jureichi and wishes to conquor this world in order to complete the Oken. And so, Aizen has for a decent time been sending Hollows to this other world in order to find out the true scope of its Spirtual Power. In order to stop Aizen and protect this world, using new dimensional technology developed by the Research team, Rukia and Byakuya are instructed to travel to this world, learn its inhabitents, have the SS form an understanding with them and stop Aizen. Upon entering this world, Rukia and Byakuya are amazed by the intriguing Spirit Energy they sense, not related to their own Spiritual Pressure. But they also happen to sense dozens of Hollows making their way through the cities (Republic City) and go to try eliminate them. But before they can, they see a dark-skinned girl, who the resisdents of that world call "Avatar Korra", take out some of the hollows using her own spirtual abilities and bending. Rukia is amazed by this and goes down to meet Korra for herself, wanting to see more of her strange gifted abilities that she has never seen, Byakuya following after her of course. But, due to her Cockyness, Korra quickly underestimates the 2 Soul Reapers she has never seen before, knowing they have strong spirit energy but not possibily having greater amounts of it then that of her own. Getting pissed, Byakuya prepares to kill her for her incompetent big mouth, but Rukia, even more pissed, wishes to do it alone to make her and the SS proud, to which Byakuya stands down and watches the soon to come fight from afar. And of course, Korra accepts her challenge believing in the end she'll win.

Both are 8-A so their AP is around the same but Kido is a good answer. So one vote for Rukia so far.

Voting for Rukia because of Kidō and her flight advantage (I think). I'm not sure Sode no Shirayuki will give her a definite advantage but Kidō should given that she used it to take down a superior opponent.

iirc doesnt Korra have flight via Airbending? And as for Kido would Energybending technically be able to negate it due to Verse Equalization and Kido being used via Spirit Energy?

There's also that technique Korra has that can purify spirits and make them disapeer. Not sure if its effective on a Soul Reaper but.....

Ah k. Well considering Rukia deals with Hollows and Arrancar practically near or equal to Korra's size, being big wont be that much of an issue. Tho definitely a valid reason. Regardless, added your vote.
