I vote for Penny.

While I am unsure of what is the skill difference between Ruby and Penny, I am willing to wager that Penny's feat of being able to match Cinder and her ability to fight in tandem with Winter makes her much more skilled than Ruby by default. Also, I assume this is Robot!Penny and not Human!Penny only showed up at the end of Vol.8 and ended promptly after, so Penny's robotic abilities are still a factor and can help her keep track of Ruby's speediness, plus, Penny should have a good idea of what Ruby's semblance is capable of so Ruby won't be able to pull off any surprise attack with petal burst most of the time. Sliver Eyes are useless against Penny, moving on... So taking all of that into consideration, I assume Penny can handily win a fight against Ruby eight out of ten times.

I think it would be harder than you're letting on for Penny to beat Ruby but I generally agree with your comment. Penny with Above Mid-Diff FRA.
