Just need to say that she just said those words because it was literally her first usage of the wand. She can do it with just a gesture. Other than that, everything seems right.

Well, you simply assumed the distance and if they have no knowledge of where each other are, then how is she supposed to hit Rapunzel with a shot? Also, Rapunzel's got local advantage, since she was the most influent person in seattle. She knows its garden pretty well.

If Rapunzel doesn't know where her enemy is, she could cast a Tracking Spell to find her, or simply start creating traps for her, which would turn her into stone should she get near.

This is pre time skip Ruby, also I didn't see that you put home turf for Tremaine =P I would've thought Ruby would find her quicker because of speed and I think skills, but you gave her home turf.

Not sure how mobile the Fairy Godmother is but Ruby is VERY mobile. From the looks of this Rapunzel is mostly just gonna be standing there not really moving however she easily one shots Ruby with that hax.

It's really just whoever hits first. Ruby's bullet or cut from her against that disintegration

A lightning's AP is likely 1.19 tons at least, while Ruby scales from 1.21. It would be enough to barely stagger her for a while, and then she gets disintegrated.

Just did it. And, you know, matter manipulation generates energy. Anyway, the wand has already shown to be able to create things out of thin air, which qualifies as Matter Manipulation at a molecular level, IIRC. So, yeah, disintegration at a molecular level.

Umm I don't think it will actually scale to her regular ap, since she's just summoning lightning, it should be Building level+ with lightning
