Luffy creating techniques on the spot by copying anything he has seen or can see that's especially effective against the opponent his fighting
Luffy easily winning against someone who is one of the smartest people in East blue and moves FTE to luffy even in his base form, countering ones attack by holding on to the weapon mid air while someone was attacking at the same time, countering a slash by stopping it from the side with good timing while in mid air, Making a plan to destroy someone weapon and perfectly hitting the same spot to break someone's armor. Can think of effective ways to get himself out of sticky situations and make good use of it by attacking back, redirect a cannon ball that explodes on contact (I think) and redirects it back at the opponent, able to use his surroundings to dodge or block
East blue luffy is Comparable to Zoro who can do this...
Able to block/dodge 6 blades coming from all directions while using foreign swords coming from behind him and being severely damaged while attacking back. Able to make techniques effectively that counters someone else's technique, while being near death gets hurt even more and is able to spin a certain way to not get hit and attack back at the same time while falling, able to perfectly accurate cut a very small bogger that explodes on contact and make it not explode on him

This is very one-sided.

1. Luffy can make her punches less impactful because of his resistance to blunt force.
2. She can't use ranged weapons like Kunai or shuriken because of Luffy's precog
3. Her Regen isn't going to help much because it's only going to let the fight drag on before she runs out chakra eventually.

Her only real wincon here is Genjutsu which this Sakura doesn't use in character.

With the new content revision for Naruto, this thread is outdated. Actually, the details of the match just need to be changed. Sakura in Part II is now City Level in base and Large Mountain Level+ with Strength of a Hundred Seal, while new era is Large Mountain Level+ in base. So should the restrictions for Luffy's Gears and Sakura's Strength of a Hundred Seal be lifted, should the keys be changed, or should a new thread be made?
 
I suppose we could lift the restriction on Sakura's Strength of a Hundred Seal and on Gear 2nd and Gear 3rd, though Luffy already has High 7-A dura in base.

Agreed. Luffy has much more battle experience, greater versatility with his devil fruit power, ranged attacks, and a degree of analytical prediction. Sakura's never really shown anything beyond being able to heal and punching things really hard. The most she's shown in terms of combat prowess and experience is when she fought Sasori's puppet army, but that still can't really hold a candle to all the battles Luffy has gone through. So either way, I vote for Luffy.

Enhanced Senses (Enhanced Smell and Instincts.)
And with Observation Haki
varying levels of Extrasensory Perception, Telepathy, Precognition, Information Analysis, Enhanced Senses, and Instinctive Reaction (the last two are elaborated on here)

What I meant with saying what is because saying Luffy has a degree in analytical prediction is insane downplay 😅
