It makes him strong enough to strike the opponent through their aura without breaking their aura
His semblance acts specifically when he starts glowing or his sword starts glowing, neither was happening when he killed Sienna. As such he was not using his semblance. Sienna simply didn't have her aura on.

He cuts through aura via an AP amp yes.
 
Sun getting hurt by Ilia, Tyrian cutting himself on Emerald's weapon, and Weiss getting a bloody wound in the White trailer. There are plenty of examples so there's no reason to believe it's passive at this point.
 
What I mean with aura being passive in battle was that it was always on so long as a person's adrenaline was activated.


Oh yeah, forgot about Adam's semblance glowing whenever he uses it. He didn't glow when he killed Sienna, so that means that he didn't use it and that Sienna's aura was down at the time.
