Both will start 20 meters away
The battle took place on the stab movie set
both will be equipped with their standard/optional equipment

Roman:

Joe:
 
Joe scales to 375 Joules I think, probably based off of breaking someone's finger. Roman likely scales above that, probably around 495 Joules due to scaling to Sid who scales to Charlie who completely broke a door's lock. Roman has the advantage in LS, and Joe is way smarter, so he'll try to outsmart Roman by any means.

Roman's main advantage is his unrealistic voice changer, which I feel like is his key to winning. He could probably use his standard tactics, like distracting Joe by pretending to be Love or Beck, catching him off guard, where Roman can use his stealth to sneak up on him and deliver a fatal blow with his knife. Plus with the homefield advantage, that'll likely secure Roman to wining. Imma vote Roman.

Joe scales to breaking a lock as well so they have equal AP. Roman would need prior knowledge to know who Love and Beck are. They also have all of their standard/optional equipment and start 20 meter away (presumably with line of sight) according to the OP so this fight would actually start as a shootout, surprisingly enough.

I don’t even know how skilled they are with guns, I mean Roman just shot Sidney from a few feet away, that’s really it.
 
So Roman has the AP advantage of about like 18.76x which is like… huge and he has higher lifting strength. Other than that, Joe’s more intelligent and has more skill in combat and with ranged weapons like a bow and arrow, so he could maybe try a stealth attack on Roman with chloroform or ketamine, or use his stealth to keep a distance away without being noticed to use his weapons.
 
The advantage of Roman's AP would work if they were to fight hand-to-hand, but it is more likely that both will resort to stealth. Joe is quite perceptive and clever enough to anticipate an ambush from Roman and eventually counterattack him, also having the advantage of experience and the ability to deal with stronger or more skilled people than himself in the past.
 
Theres a huge gap in Ap here, and roman isn’t stupid enough to get snuck up on with ketamine or any other equipment joe has. voting roman
 
Might have to go Roman here his ap is way bigger then joes and he has lifting and travel advantage if we’re using the Joe rework it would be more fair if Joe has prep I’m voting him sense he could sneak up and outskill Roman sense Joe can outskill a professional bodyguard using Martial arts moves like underhooks and clinches but if there’s no prep Roman wins
