Ok, so;

Ryuen can counter the gun by taking cover behind the shelves, and even without them, Joe’s accuracy would be heavily reduced due to the laxative (lol). This would allow Ryuen to close the distance, either by running toward him or by throwing books or chairs at him, which would hurt (Class 1 and 4 kJ) and could potentially stun him due to pain.

Ryuen could also induce fear in Joe, unless Joe has any feats that show resistance to fear inducement.

Anyway it seems liks both of them is genius. but I'm taking Joe since it's just 10m...bro can just shoot and Ryuen can't do anything due to unknown reaction speed.

What prevents this from being a stomp? Joe isn't skilled, he isn't strong, and his gun handling definitely shouldn't be exceptional enough to save him from a skill stomp.

He has speed advantage (61 m/s vs 42,2 m/s)

And if Ryuen does a bad play, he will just get shot the moment he tries to get close

In that case my vote goes to Ryuuen.

Being able to fear stun an opponent who's efficiency has already been heavily reduced form the laxatives + having better combat skill on top of that?

I don't think that Joe's intellect is below Ryuuen's, but Ryuuen's street smarts particularly in combat itself give him a crazy edge, and he also has a stats advantage to him.

While yes, Joe has a clear way out to attack Ryuuen using speed, Ryuuen's crazy endurance makes him ignore even heavy blows, so those slight disorientations wouldn't really fully distabilize Ryuuen.
