Heavens Door incapacitates as long as its effect is on. If HAD takes a look at Rohan's drawing, or Heavens Door points, he'll become a book and be unable to move or use TWOH.

Rohan tends to go first. And HADIO tends to react to possible danger by time stopping after the danger in question appears. Like how he let Valentine take a short dash at him and summon D4C before stomping him. Here, Rohan's first move would end the fight immediately, since he can stop HAD by pointing with Heaven's Door (this post Thus Spoke Kishibe Rohan, Heaven's Door has become more versatile) and Heaven's Door is summoned in a pointing pose as it is.

That's actually kinda fair honestly. DIO isn't one to let haxed guys get out of hand, but he might not be expecting to get immediately incapd by Heaven's Door and react properly.
