Are resistances assumed to go as far as the verse scales? For example, if there was a dude in a 2-A verse who was 10-B, but had resistance to Fire Manipulation, would his resistance be considered 2-A? Or would it be High 3-A?
 
His resistance would be of the equivalent tier to the character that attacked him, for example A 10-B character resisted Fire Manip of a 3-A character, then he would have Resistance to Fire Manip scaled to a 3-A

Ap doesn't matter... The heat is what matters... If the fire manipulation can for example vaporize steel then that's how hot it is... But I'm not sure tho...
 
AP doesn't matter for Fire resistance, a flame that's calculated at 3-A can still be resisted by someone who's flames are calculated at 8-A.

The energy needed to create fire, doesn't equal its temperature. A fire that is 5000 degrees but covers a room, can be calc at 9-A or 8-C. While a fire that is 1000 degrees, but covers an entire mountain will be Low 7-B or maybe 7-A. However the 5000 degree fire is superior in heat, so a person who resist the 1000 degree fire will still be burned.
