Does living in a place without space and time make you resistant to manipulation of space and time? I see Shinpei as resistant to time manipulation because he can move in a place without the flow of time.

Unless that place have side effect due its timeless nature (let say, eveything stop in time as time not exist), then no, it need proof the place have side effects, otherwise it dont give anything

Not here. Timeless voids by default grant you nothing in terms of physical stats or resistances unless the verse itself implies such.
